DEFINITIONS

  • Inbound container A container discharged from a vessel, awaiting outgate.
  • Outbound container A container present on the terminal, awaiting loading onto a vessel.
  • Free Time A specified number of days during which containerized cargo can occupy assigned space, adhering to the Port of Long Beach Tariff or individual line's tariff, exempt from demurrage assessment.
  • Demurrage The charge, as per the Port of Long Beach Tariff or individual line's tariff, imposed on cargo or a container that remains on the terminal premises beyond the designated free time.

 

FREE TIME AND DEMURRAGE ON IMPORT CARGO

  • Free time for imported cargo starts at 3:00 a.m. after the container leaves the ship and includes Saturdays and Sundays, as long as the gate is open (excluding legal holidays). There's an update called the Last Free Day (LFD) under item 406(a) of Long Beach Tariff No.4. Starting September 1, 2022, the Port of Long Beach will reduce free time by no longer allowing weekends as an exemption.   • Free time includes Saturdays and Sundays unless it's a legal holiday, as long as TTI is open on those days.

FREE TIME AND DEMURRAGE ON EXPORT CARGO

COMPUTATION OF FREE TIME PERIOD

  • Free time on export cargo/containers shall commence at the first midnight after the container is received at TTI.

 

FREE TIME AND DEMURRAGE DISPUTES

TTI will not be responsible for delays for reasons such as, but not limited to:

  • Chassis shortages
  • Container holds
  • Traffic congestion
  • Weather-related

Outside of the above reasons, free time disputes can be addressed to the appropriate TTI Customer Service Clerk.

How to pay demurrage

To handle demurrage matters, visit www.emodal.com for amounts and payments. Ensure payments are made before the container is released. Address disputes before demurrage payment, providing appointment number, slot start date and time, and reasons. Expect a response within two business hours. For demurrage-related inquiries, email TTILGBTOWDemurrage-ILWU@totalterminals.com. After demurrage payment, resolve disputes with the relevant SSCO. For export demurrage disputes, contact the appropriate SSCO directly.
